Today, Texas House Republicans passed Senate Bill 2, also known as the Texas Taxpayer Transparency Act, by House Ways and Means Committee Chairman Dustin Burrows. This legislation ensures governments spend responsibly and prioritize the needs of their communities without burdening their taxpayers.
The provisions of the Texas Taxpayer Transparency Act empower taxpayers by bringing transparency to the tax rate setting process and giving taxpayers the tools and information they need to understand how a proposed tax rate will affect their property tax bill, enabling taxpayers to participate in the rate change process and allowing them to vote on property tax increases, and making the appraisal review board process fair, accountable and transparent.
“Texas taxpayers are frustrated by rising property taxes. They are often confused about the process and many are scared of losing their homes. Senate Bill 2 sheds light on who is raising their taxes and by how much, it encourages Texas voters to get involved and engaged, and it gives our taxpayers more control over the process,” stated Chairman Dustin Burrows.
The top priorities for the Texas Legislature this session, the Texas House has been hard at work reforming both the public school finance and property tax systems. While House Bills 1 and 3 improve the school finance system and provide property tax relief by buying down property taxes levied by school districts, Senate Bill 2 brings transparency to the property tax rate setting process and empowers taxpayers to have a say in the growth of property taxes moving forward.
